Ο Ανδρέας Βασιλείου του Βασιλείου γεννήθηκε το 1932 στο Μεσοχώρι Καρπάθου των Δωδεκανήσων, είχε υπηρετήσει ως λοχίας στο πυροβολικό, ήταν έγγαμος με ένα γιο και ήταν απόφοιτος της Θεολογικής Σχολής από την οποία αποφοίτησε το 1969. Εργάστηκε για 3 χρόνια στον Εθνικό Οργανισμό Προνοίας. Την 1η Ιανουαρίου 1978 πήρε μετάταξη στον ΟΛΠ.
